  84.                The  CCITT  (the  International  Telegraph   and   Telephone   Consultative
  85.          Committee) is a permanent organ  of  the  International  Telecommunication  Union
  86.          (ITU).  CCITT  is  responsible  for  studying  technical,  operating  and  tariff
  87.          questions and issuing Recommendations  on  them  with  a  view  to  standardizing
  88.          telecommunications on a worldwide basis.
  89.                The Plenary Assembly of CCITT which meets  every  four  years,  establishes
  90.          the topics for study and approves Recommendations prepared by its  Study  Groups.
  91.          The  approval  of  Recommendations  by  the  members  of  CCITT  between  Plenary
  92.          Assemblies is covered by the procedure  laid  down  in  CCITT  Resolution  No.  2
  93.          (Melbourne, 1988).

  121.                           SPECIFIC  TARIFF  AND  ACCOUNTING  PRINCIPLES  APPLICABLE
  122.                                       TO  ISDN  SUPPLEMENTARY  SERVICES
  123.          1      Introduction
  124.                General charging and accounting principles for ISDN supplementary  services
  125.          may  be  found  in  Recommendation  D.230.  This  Recommendation  indicates   the
  126.          application of the general principles to each  ISDN  supplementary  service.  The
  127.          supplementary services are placed in logical groupings where they  share  similar
  128.          considerations  and  charging  principles.  Annex  A  summarizes   the   charging
  129.          mechanisms and support requirements.
  130.          2      Charging aspects
  131.          2.1    Number identification
  132.                This section provides charging principles for the  supplementary  services,
  133.          Calling Line Identification  Presentation  (CLIP),  Calling  Line  Identification
  134.          Restriction  (CLIR),  Connected  Line  Identification  Presentation  (COLP)   and
  135.          Connected Line Identification Restriction (COLR). Detailed  descriptions  of  the
  136.          services are provided in Recommendation I.251, S 3 (CLIP), S 4 (CLIR), S 5 (COLP)
  137.          and S 6 (COLR).
  138.                Considering that:
  139.                a)  the calling line number and connected line number are present  in  the
  140.                   signalling messages associated with call control;
  141.                b)  the supplementary services identified above merely allow or prevent the 
  142.                   displaying of the embedded information;
  143.                c)  the mechanisms are, therefore, invoked at either the calling or called
  144.                   user's location and do not require  additional  network  resources  for
  145.                   invocation,
  146.          it is recommended that the charging principles in S 2.1.1 be applied.
  147.          2.1.1  Charging principles
  148.                Invocation of the display or restriction service may be charged for by:
  149.                a)  inclusion in the rental charges raised against customers; or
  150.                b)  the setting of a separate subscription charge; or
  151.                c)  a per event charge, or
  152.                d)  combinations of a) to c).
  153.          2.2    Direct dialling-in and multiple subscriber number
  154.                This section provides charging principles for the  supplementary  services,
  155.          Direct  Dialling-In  (DDI)  and  Multiple  Subscriber  Number   (MSN).   Detailed
  156.          descriptions of the services are provided in Recommendation I.251, S 1 (DDI)  and
  157.          S 2 (MSN).

  194.                b)  the supplementary services identified above merely  allow  the  direct
  195.                   establishment of calls to users connected to integrated  services  PBXs
  196.                   or passive busses;
  197.                c)  the mechanisms are invoked only at the called user's location  and  do
  198.                   not require additional originating or international  network  resources
  199.                   for invocation,
  200.          it is recommended that the charging principles in S 2.2.1 be applied.
  201.          2.2.1  Charging principles
  202.                Invocation of the services may be charged for by either:
  203.                a)  inclusion in the rental charges raised against customers; or
  204.                b)  the setting of a separate subscription charge.
  205.                Those charges would  normally  be  proportional  to  the  quantity  of  the
  206.          numbers assigned.
  207.          2.3    Call forward and call transfer
  208.                This section provides charging principles for the  supplementary  services,
  209.          Call Transfer (CT), Call Forwarding Busy (CFB), Call Forwarding No  Reply  (CFNR)
  210.          and Call Forwarding Unconditional (CFU). Detailed descriptions  of  the  services
  211.          are provided in Recommendation I.252, S 1 (CT), S 2 (CFB), S 3  (CFNR)  and  S  4
  212.          (CFU).
  213.                Considering that:
  214.                a)  Call Transfer and Call Forwarding are functionally equivalent;
  215.                b)  the supplementary services identified above  allow  the  diversion  of
  216.                   active (Call Transfer), or incoming (Call Forward)  calls  to  a  third
  217.                   party;
  218.                c)  the mechanisms are invoked only at the served user's location  and  do
  219.                   not require additional originating or international  network  resources
  220.                   for invocation,
  221.          it is recommended that the charging principles in S 2.3.1 be applied.
  222.          2.3.1  Charging principles
  223.                Invocation of the services may be charged for by either:
  224.                a)  inclusion in the rental charges raised against customers; or
  225.                b)  the setting of a separate subscription charge; and
  226.                c)  a usage charge based upon the number of successful invocations.
  227.                The served user is also responsible for the basic  charges  raised  against
  228.          the transferred (re-used connection method only) or forwarded call.

  265.                This  section  provides  charging   principles   for   the   Line   Hunting
  266.          supplementary service.  Detailed  description  of  the  service  is  provided  in
  267.          Recommendation I.252, S 6.
  268.                Considering that:
  269.                a)  the call establishment procedures are fundamentally unaltered;
  270.                b)  the supplementary service identified above merely allows the sequential 
  271.                   or uniform establishment of calls to users connected to a group of ISDN
  272.                   interfaces;
  273.                c)  the mechanisms are invoked only at the called user's location  and  do
  274.                   not require additional originating or international  network  resources
  275.                   for invocation,
  276.          it is recommended that the charging principles in S 2.4.1 be applied.
  277.          2.4.1  Charging principles
  278.                Invocation of the service may be charged for by either:
  279.                a)  inclusion in the rental charges raised against customers; or
  280.                b)  the setting of a separate subscription charge.
  281.                Those charges would  normally  be  proportional  to  the  quantity  of  the
  282.          interfaces in the group.
  283.          2.5    Call Waiting and Call Hold
  284.                This section provides charging principles for the  supplementary  services,
  285.          Call Waiting (CW) and Call Hold (HOLD). Detailed descriptions of the services are
  286.          provided in Recommendation I.253, S 1 (CW) and S 2 (HOLD).
  287.                Considering that:
  288.                a)  the call establishment procedures are fundamentally unaltered;
  289.                b)   the  supplementary  services  identified  above  merely   allow   the
  290.                   notification of incoming calls (CW) or the interruption of an  existing
  291.                   communication (HOLD);
  292.                c)  the mechanisms are invoked only at the served user's location  and  do
  293.                   not  require  additional  originating,  terminating  or   international
  294.                   network resources for invocation,
  295.          it is recommended that the charging principles in S 2.5.1 be applied.
  296.          2.5.1  Charging principles
  297.                Invocation of the services may be charged for by either:
  298.                a)  inclusion in the rental charges raised against customers; or
  299.                b)  the setting of a separate subscription charge.
  300.                Charging for the  associated  bearer  service  shall  continue  during  the
  301.          period that that bearer service is placed on hold.
  302.          2.6    Conference calls
  303.                This section provides charging principles for the  supplementary  services,
  304.          Conference Call (CONF) and Three Party Service (3PTY). Detailed  descriptions  of
  305.          the services are provided in Recommendation I.254, S 1 (CONF) and S 2 (3PTY).
  306.                Considering that
  307.                a)  the basic call components (bearers and teleservices)  are  dealt  with
  308.                   under their respective Recommendations;

  337.                b)  the supplementary services identified above employ the use of bridging
  338.                   equipment to allow communication between the served user  and  multiple
  339.                   parties, however the served user in Three-Party service is not  allowed
  340.                   to combine multi-party calls into a three-way conversation;
  341.                c)  the mechanisms are invoked only at the served user's location  and  do
  342.                   not require additional originating or international  network  resources
  343.                   for invocation;
  344.                d)  principles associated with "cascading bridges" are for further study,
  345.          it is recommended that the charging principles in S 2.6.1 be applied.
  346.          2.6.1  Charging principles
  347.                The services may be charged for:
  348.                a)  on the demand basis of bridge usage, i.e. holding time per port; or
  349.                b)  by a bundled invocation charge (Three-Party service only).
  350.          2.7    Closed User Group
  351.                This section  provides  charging  principles  for  the  Closed  User  Group
  352.          supplementary service. A detailed description  of  the  service  is  provided  in
  353.          Recommendation I.255, S 1.
  354.                Considering that
  355.                a)  the call establishment procedures are fundamentally unaltered;
  356.                b)  the supplementary service identified above merely allows the access or
  357.                   restriction to a specified list of numbers or optionally to the  public
  358.                   network;
  359.                c)  the mechanisms are invoked only at the served user's location  and  do
  360.                   not  require  additional  originating,  terminating  or   international
  361.                   network resources for invocation beyond the checking of the appropriate
  362.                   level of access,
  363.          it is recommended that the charging principles in S 2.7.1 be applied.
  364.          2.7.1  Charging principles
  365.                Invocation of the services may be charged for by either:
  366.                a)  inclusion in the rental charges raised against customers; or
  367.                b)  the setting of a separate subscription charge.
  368.                Those charges may be proportional to  the  access  or  restriction  options
  369.          subscribed to.
  370.          2.8    Advice of Charge
  371.                This section provides charging principles for the Advice  of  Charge  (AOC)
  372.          supplementary service. A detailed description  of  the  service  is  provided  in
  373.          Recommendation I.256, S 2.

  412.                      to be notified of the price of the current call;
  413.                  c)  the mechanisms are invoked only at the served user's location  and  do
  414.                      not  require  additional  originating,  terminating  or   international
  415.                      network resources for invocation,
  416.           and recognizing that not all services and charging processes can accommodate this
  417.           service, it is recommended that the charging principles in S 2.8.1 be applied.
  418.           2.8.1  Charging principles
  419.                 Invocation of the services may be charged for by either:
  420.                  a)  inclusion in the rental charges raised against customers; or
  421.                  b)  the setting of a separate subscription charge; and/or
  422.                  c)  a per successful invocation charge which may  vary  according  to  the
  423.                      stage in the call at which the invocation occurs.
  424.           3      Accounting
  425.           3.1    Since no additional originating or  international  network  resources  are
  426.           required to  provide  the  supplementary  services  in  this  Recommendation,  no
  427.           additional accounting should be required.
  428.           3.2    Should the services be provided in an interworking environment, additional
  429.           resources may be required and  accounting  arrangements  may  be  necessary  (for
  430.           further study).
  431.           4      Charging mechanisms and support requirements
  432.           4.1    The charging elements in Annex A have been identified as being in need  of
  433.           network support mechanisms.
  434.           4.2    Administrations may elect to use all,  none  or  any  combination  of  the
  435.           charging elements identified.
  436.           4.3      The   charging   elements    and    mechanisms    are    explained    in
  437.           Recommendation D.260.
